This was created by cutting out a portion of a peacock feather. Then finely cutting the edges to give an even more feathery appearance. After cutting I used the kaleidoscope filter to create a design. One of those designs is the outer rim. The other design is the mid section. To give the image even more color I changed the inner image with gradient color, blurred it and placed the original kaleidoscope image I created over it. The rim was placed in "i image" to give it a gold metal look. I also highlighted the rim and inner design. I think this covers most of how I created this.
