This is the state bird of Alaska, the Willow Ptarmigan in its winter plumage, we were at Arctic Valley last month and kept seeing what looked like snow clumps that moved, then realized it was Ptarmigans hopping around in the snow. I believe this is a female , she will turn brown in the late spring . They obviously turn white in winter for their protection.
