Seeing Blue Photo Contest Contest Entry 
In essence this is a frozen waterfall. It sure refines that notion that ice is boring. I posted another icicle photo several months ago, this is a different one in case anyone is wondering. : )

I am not a scientist (per se) but I think the blue color comes from ice reflection the blueish part of the visible spectrum.

Somehow I feel that if Disney were to create an ice palace, this is how it might look!
