Since there are no artist notes I have no way of knowing whether this is some kind of special effect or what.. It is really grainy. But looks like a picture of a picture. Not sure.

I changed the vibrantcy a lot, put a white boarder around in and used a scew tool. Then I colored the frame green and freyed the sides.I added a few few effects and then sharpened and used the color map
