I am not really qualified to judge oil paintings but my two cents worth says this is fine work! Her dazzling eyes are the centerpiece of this painting and what a pleasant surprise that they are not sultry and suggestive to match her choice of dress. The lighting on her hair is striking, too. The picture's only "flaw" are the hands. They look a little too much like claws.

Snappy blond with an attitude. I like it. The rich blue dress and the blond hair is a great contrast of elegance and a little bit naughty. The pose is striking and inviting us to get to know her better. Nice facial features and figure.
