It is a lovely building with all the fancy architecture. The foreground trees make a nice frame. Focus is very good. Framing is well done.

Creativity of Presentation: 4.5 cropping as shown still gives framing and you lose the clutter at the base of the image
Technical Excellence: 3.5 average
Technique: 4 DOF is a bit off thus you have lost sharpness, try using a tripod for sharper images
Lighting: 3.5 the skies are washed out and this is a touch overexposed
