You can see straight away that this is a HDR image. Not just because of the saturation in colours but because there is so much for detail in the image. Now looks like it was hand drawn and then coloured. Not complaining because I do like the picture. HDR works on some photographs and not others. I truly think it all depends on the subject of the shot. Definitely works very well in this case. Good Luck in the contest at voting time.
