I have to assume you used the slow shutter speed on purpose, or you had to because of the darkness. It has had a striking effect on the Ferris wheel, and the star shape is striking. I do however see a lot of pixels in the light parts, but perhaps this is how it ends taking a photo like this. Here I am not an expert at all.
The blue circle is standing out from all the black sharp and well defined, and I think the centered position works well in this case.
This has turned out to be almost an abstract, but I find it very creative and different. I wish you luck with the contest.

Thank you so very much! I was just playing and thought it looked neat! I was set on a tripod at f22 with a shutter speed of 2 seconds.

The background is very good for this subject but for those two tiny bits of light below the wheel. Not sure you need those.
The other interesting thing is the bright white center. At first I thought too white but as I focus on it I find tat it is perfect.
