It is not difficult to see that this little guy is enjoying the rain even if he must be soaked to the skin. I am impressed about how well you have captured this strong rain, but most of all I like how well you have captured the expression on the boy's face.
Your photo is also all over sharp but the face of the boy could probably have been even sharper. I also think the exposure is good and the colors are crisp and clear.
I think the tone mapping has worked well for this photo and also Topaz adjust. Also the cropping is working well and the boy has got a fine placement off to the left. Indeed a fun and well taken photo, and I wish you luck with the contest.

A great subject. You have captured what it is to be a boy in today's world. Even though the setting may not be the most photogenic, it is entirely appropriate. Makes you realize that when you get right down to it there is really just the boy and the rain.

This is a wonderful capture and wonderful shot for the contest. But the left side needs cropping to me. It makes your main subject too centered and would benefit from that crop. If you do crop, let me know. I will change my rating.
