The title could be a slogan for a Clean-up trash campaign: Refuse (as in 'do not permit', accent on first syllable) Refuse (as in 'trash', accent on second syllable). This trash laden hillside is a half a block from the Javits Convention Center. The fence in the foreground is to prevent the homeless from using abandoned underground train track tunnels (the entrance is just to the right of this picture), and it looks like this hillside is some alternative. My one question is, "Would you park your car in that parking lot?
